"Computerwoche", the most important weekly paper in German language dedicated to managers, experts and professionals in the IT field, has published an article in
Nr 5/2007 regarding the economy and IT industry from Romania,
Rumänien: ITler warten auf Aufträge”.

Dirk Buschmann, co-partner at Knowledge Intelligence AG, an IT consultancy firm from Cologne, decided to get first-hand information about the IT cost reduction through outsourcing to Asia and Eastern Europe, an issue that he has been hearing about from his clients.

The article is presented as a tour of Romania, starting from Bucharest, followed by Cluj, described as a multilingual city, and finally Sibiu. He has gathered information about the Eastern European states during the CeBIT expo, the biggest trade show for the IT&C sector worldwide, and decided in favour of Romania. During the IT tradeshow in Munich, Systems, he has deepened his relations and has chosen different companies from Romania, specialized, as his own firm, in the mobile solutions.

In Cluj he has opted for two firms, which are already working on such projects for external clients. One of these companies is AROBS Transilvania Software.
Voicu Oprean, General Manager and owner of the company, declares that he hires only people with very good English knowledge. In addition he offers German courses to every employee.
Buschmann was impressed: “I would be very glad, if my employees spoke so good English.” Buschmann has a good overall opinion about what he has seen in Cluj. The projects from the mobile application field are as complex as the ones developed by his own company, and the management leaves a professional impression.

Pleased with what he has seen in Romania, Buschmann wants to send smaller projects to the firms he has visited, to observe the work and calculation method.

The advantages of outsourcing as a solution for the Romanian IT industry - chances for German companies

Excerpt: The term outsourcing is defined as the strategic use of some external resources to run activities that are normally conducted using internal personnel. [...]

A few German or Dutch companies have set up branches in Romania which employ tens or even hundreds of people (e.g. Siemens, Catoosee, Schaeffer in Timisoara or iQuest, Nethrom and ISDC in Cluj-Napoca). These companies are real centers of competences and Romanian programmers are ranked very well in the corporations to which they belong.

Some German companies with a presence in Romania have closed their branches as a result of the recession affecting the IT market, preferring to fire Romanian specialists or to tranfer them to the mother company in Germany. A few examples of such firms are AbaXX or Living Systems.

Another important segment from the Romanian IT market is made by the companies involved in outsourcing projects for clients located wordlwide. These companies either have associates abroad or managers experienced in software development for the global market. Some examples would be AROBS Transilvania Software (www.arobs.com), Ambo(www.ambo.ro), AGS (www.ags.ro) in Cluj-Napoca and Lasting Software (www.lasting.ro) in Timisoara.

[...] A real situation involved Alaris GmbH in 2002. "We initially started a collaboration with a Bucharest-based company for the development of a GPS/GSM tracking solutions for loories for PDA - Ipaq. Withing 3 months from the onset of this partnership we realized that the Romanians failed to meet all deadlines. Even worse, communication with the Romanian project manager was virtually non-existent. We were on the verge of giving up the idea of developing software applications in Romanian when, during CeBIT 2002, we first came in contact with the Cluj-based AROBS Transilvania Software (www.arobs.com) while visiting Romania's hall. Its representatives conviced us to do a pilot test and we were surprised by the promptness with which AROBS delivered the solution.

Furthermore, its experts kept contacting us every week, after project delivery, to find out how the application was performing and to ask us if we needed anything  added to the solution. Many a time we haven't done our part of the job and the team from Cluj seemed to have asked us to thest the solution. We tested it and it worked well. The minor changes we suggested have been made in record time by the programmers from Cluj. This favorable experience convinced us to move the entire development of the application in Cluj. We have been working with AROBS ever since and we got the solution implemented according to the schedule and at the rates agreed upon initially. [...] AROBS proved itself a reliable partner and we decided to grant it the status of unique distributor of our solution on the Romanian market. [...] We are now happy that we have not given up outsourcing to Romania."
